Japan 'must spend way to recovery'

 If Japan is to turn a cyclical upturn into a fully fledged economic recovery it should ignore damaging talk about the need for fiscal restraint and instead crank up government borrowing to fund wealth-creating public works projects, according to a well-known Japanese economist.
 Top of the list, announced on Tuesday by Seiji Ono, chairman of the Association for Japanese Economic Recovery at a symposium in Tokyo, is a Y16,000bn ($147bn) fleet of 250m-long garbage incineration and fish-farming ships that would ply the seas around Japan.
 Mr Ono, who doubles as head of an educational software publisher, is also advocating the construction of an international airport in the centre of Tokyo Bay - an idea that might find favour with travellers who regularly undertake the two-hour journey to the existing airport at Narita - as well as a new bullet train link to the remote north of the country.
 Rejecting suggestions from finance ministry officials that it was time to reduce Japan's yawning deficits, with the government already borrowing nearly half of what it spends, Mr Ono said: "With an active fiscal policy the economy will turn around and GDP and tax revenue will increase."
 Richard Koo, chief economist at the Nomura Research Institute and a prominent advocate of fiscal stimulus, agreed that the government should take advantage of very low interest rates.
 "If there are major projects that are good for Japan, they should be done right now," he said.
 Even as the symposium was spreading its "spend-now, pay-later message", the government was moving in the opposite direction. Junichiro Koizumi, prime minister, told a parliamentary budget committee on Tuesday that he would consider rolling back emergency income tax cuts introduced in 1999. Eliminating the cuts would raise Y3,300bn.
 Mr Koizumi has long preached austerity, but until this year, even his fiscally conservative advisers considered the recovery too fragile to risk sharp consolidation. The ministry is committed to turning a 7 per cent annual budget deficit into a primary surplus by 2012.
 Jeffrey Young, economist at Nikko Citigroup, said there were arguments in favour of consolidation, but that bringing in a tax rise too early could damage fragile consumer sentiment.
 Mr Ono said too much emphasis was put on Japan's debt, which needed to be tackled by fast economic growth rather than consolidation. If spending projects led to more economic activity and higher tax revenue, debt would fall proportionately, he said.
 The idea that Japan should spend more rather than less is supported by a reasonable coterie of economists. But even some of them might balk at the idea of spending money on Mr Ono's giant ships, which would burn garbage before dumping it into the sea as compacted blocks of ash that would fertilise the waters and attract fish.
 If his idea were ever taken up, monetarists might need a new term for helicopter money. Unfortunately the phrase "floating currency" is already taken.

日本は経済再生のために財政を拡大しなければならない

 日本のある著名エコノミストによれば、もし日本が本格的な経済回復軌道に乗りたいのであれば、財政規律の必要性に関する議論を棚上げし、国の借金を増やしてでも富を創出する公共投資を行うべきだということである。
 火曜日に東京で開かれた日本経済復活の会のシンポジウムで、最初の講演者である会長の小野盛司氏はゴミ焼却と日本近海の魚礁製造を同時可能にするために160億円で全長250メートルの船を建造することを提案した。
 教育ソフトの出版社の代表取締役も兼ねている小野氏は他に2つの構想を提唱した。それは都心から2時間もかかる現状の成田空港よりも旅行者にとって便利な東京湾奥に国際空港を建設する案ともう一つは北海道新幹線などの新幹線整備への投資である。
 すでに政府はすでに歳出の半分近くを借り入れで賄っている状況で今こそ膨れあがる財政赤字を減らす時期だという財務省の主張を一蹴し、小野氏は「積極財政で景気が良くなりGDPも税収も増加する」と語った。
 野村総研主席研究員であり、著名な積極財政の提唱者であるリチャード・クー氏は今こそ政府が低金利を活用して投資をすべきであることに賛同した。「もし日本にとって役に立つ大規模なプロジェクトがあるなら、すぐに始めるべきだ」と語った。
 シンポジウムでは「今投資し、後で借金を返す」というメッセージが出されているときに、政府は反対の方向に動いており、小泉純一郎首相は火曜日の予算委員会で1999年に導入された緊急減税措置を解除することにより増税をすると語った。増税幅は3.3兆円に上る。
 小泉首相は長期に渡り緊縮財政を唱えているが、財政に保守的な彼のアドバイザーですら今の景気回復が余りにも腰が弱く急激な財政再建策には耐えられないと考えている。財務省は7%の年間の財政赤字を2012年までにプライマリーバランスベースでの黒字化の方針を出している。
 緊縮財政支持者である日興シティーグループのエコノミストジェフェリー・ヤングも、増税を急ぐとやっと出てきた消費回復に水を差す恐れがあると語った。
 小野氏は今まで国の借金返済に余りにも力点が置かれていた。しかし国の借金の問題は、緊縮財政で解決するのではなく、むしろ高い経済成長率で解決できるのであると語った。
 日本は財政を縮小するのでなく拡大すべきであるという主張は一定の経済学者層からの支持を得ている。しかしその中でもゴミの燃焼処理をし、その灰を固めて海中に沈め魚礁をつくるという考えに注文をつける者もいるかもしれない。
